Steam workshop mod not downloading

23 Apr 2015 After subscribing to Workshop items in Steam, the items appear in-game under Steam Workshop, but not under Mods. Therefore, I have no access to the on/off switch for the items and I am fairly certain that they have not been downloaded.

edit: Did you actually download the mods or just subscribe to them? From what I've read, Steam doesn't store workshop mods on your computer so you'll need to do it manually while connected won't let you access workshop mods while not connected. As /u/Rainydays5 pointed out below, they're still physically on your machine so you can manually relocate them.

It's definitely not Mod Organizer, as I haven't even downloaded that yet. Right now I'm just in the process of downloading all the mods from my last playthrough as compressed files, and I was planning to use the method described here for Workshop mods, but I hit a bit of a snag when I found I can't download them. I have zero mods installed. This is an ongoing issue present in many games, but I imagine there's something Chucklefish could do to mitigate it. Basically, even with an internet connection, and access to the steam workshop, mods will not download even if they are subscribed to. Subscribed mods at Steam Workshop are not being installed! They don't download, I read online most people have to open the game and exit a couple times before the mods appear. I've done that. I've started and exited the game multiple times, logged in and out of Steam. Played EU4 for a couple hours. There is a popular site for downloading mods for Bethesda games, outside the Steam Workshop, but my impression was some modders preferred to use it because it allowed for more flexibility in how they created their mods, not because it was working around an issue with file corruption on the Steam Workshop.
